While almost every other developed country remembers the 80s fondly, the 80s sucked for Russia. They ran out of money. Russians saw what was going on in other countries and wondered why they couldn't have that there.

Seems pretty straightforward.
Reagan's SDI and their war with the Afghans bled them dry. Gorbachev's Glasnost and Perestroika reforms backfired, and Soviet citizens started to openly blame the system.
