Easiest era to travel around and get away with it before the current 24/7 surveillance state emerged

The rise of personal freedom like going to club and sex workers made it more easy to get killed. Also, some killers would exploit new technology like personal ads to find their victims. DNA profiling didn't exist, and the media often sensationalized killers like the Zodiac.

the dismantling of religion from academia, as people become more left wing the less they personally have reservation towards violence. The red army during both the Russian and Chinese civil wars were notorious for mass rape of people of all ages and torture for amusement
