In contemporary capitalist countries, people that the system failed simply cannot participate.
There is an influx of criminal homeless roaming the streets. These populations were arrested around 20-30 years ago. These people never reintegrate and go right back to jail within a few years. They are simply incompatible with life in this country.
In the USSR, you'll get a job and a place to sleep and food even if you stole stuff. You don't get labelled a former crook or a thug. You don't need to rent a suit and get a haircut to impress someone that personally hates you. If you're really antisocial and can't behave, you'll just do manual until your heart explodes or you'll get the firing squad.

Rent existed it just was in practice a tax the soviet system imposed to “upkeep units” which began to fall into disrepair the further from Moscow you were.
