Look, it is a trick question. All these ideologies, when implemented by powerful states, have exploited the Global South. Capitalism did it through colonial empires and neo-colonialism, while Soviet-style communism created exploitative trade relationships. The tool matters less than the power imbalance itself.

Capitalism, hands down. It is the only one that’s efficiently anti-Global South. Communism at least pays lip service to international worker solidarity, while fascism is just theatrically racist. Capitalism structurally depends on extracting cheap labor and resources from the South to fuel Northern overconsumption, all while patting itself on the back for 'free markets' and 'development'.
