Justinian refused to send Belisarius more troops because he knew the general would waste them all as meat waves. Belisarius was a butcher who felt no empathy for his soldiers whatsoever. He was a great tactical and operational commander but a terrible strategist, basically a proto-Soviet general. It's no wonder he was one of Zhukov's favorite historical figures and a role model for Syrsky, a modern Ukrainian general who was also educated in the Soviet military tradition.
