There WERE no evacuation routes, the Germans surrounded the city, they wanted to capitulate, but Stalin kept it in the fight and supplied the soldiers to hold out indefinitely across Lake Ladoga.

They weren't going to accept surrender anyway. Hitler and Himmler wanted to starve everyone to death because they were evil, and Hitler gave an order to not accept surrender to kill as many as possible with starvation.
