Slovakia was majority social democrat, Tiso was installed by Germany and his support primarily footed in his status as a priest and because he allowed Slovakia at least nominal independence instead of being gobbled up by Hungary.

That is likely true but it skirts around the main difference between Norway and European mainland countries under Hitler and Stepan Bandera. Norway was all Christian and Norwegian at that time while the European countries where Fascism aroused were multiculti hellholes filled with gyppos and Jews. 1930s Norway didn’t even communist uprisings or any threats of political violence to fight against.
