This may be more an extrapolation than an exact quote. Basically he was quoting Matthew 5:28 and using that to say that perfect sinlessness wasn't practically achievable and it's something you have to work out personally with God. This was in response to a question about how inflexible he'd be as a future president. You can see how this ended up being read as an inversion of what he was trying to get at.
