Why isn't Napoleon considered a warlord?
He seized control of the government and illegitimately named himself emperor. He led dozens of campaigns of conquest without real justification. He plundered and parasitized defeated nations. He threatened and extorted his own allies. He constantly broke political agreements. He threatened anyone who didn't follow him and his political worldview with war. He implemented massive military conscription with threats of imprisonment and torture for those who refused.

I don't think anyone would dispute the characterization of Napoleon as a military leader. Arguably he's THE model of a warlord. Oh well, semantics and emotions.

Most of Napoleon's wars were declarations of war by France's enemies.

It's not Napoleon's fault that he changed these wars from defensive to offensive, since France's enemies had previously declared war on Napoleon.

Prior wars were defensive but he got too big for his britches when he went for Spain and Russia. If he stopped there perhaps his empire would be still standing today, but he couldn't stop because he's Napoleon.

He co-operated with parts of the government to remove parts of the government that had been shitting all over the constitution and taking great pains to fart in the general direction of the electorate. This had been a pretty normal operation for the government ever since Robespierre lost his head.

The army was the only completely enfranchised section of the voting-age population. If they elect somebody to be their Emperor, it's the most representative election possible in France back then.
