Russia has a lot of failures in governance, which is the result of corruption, authoritarian decision-making, and lack of accountability. To be fair, those are institutional problems, not ethnic traits.

Russians are pretty competent on individual basis, but Russian leadership doesn't allow them to make meaningful decisions so retardation is guaranteed to happen.
