You have to put the civilians in camps and make them entirely dependent on your food supply. Then you bomb farms and salt the earth so that rebels can't forage, grow, or loot. Guerilla armies exist off the backs of the civilian population. Without which they either starve, surrender for food, or carry out retarded suicide missions into heavily fortified areas out of desperation.
