Wayne DuMond, a PTSD-addled Vietnam vet, gained notoriety for getting a life sentence for a rape committed in Arkansas in 1972, which was commuted by Governor Mike Huckabee in 1999, only for him to subsequently commit two murders in neighboring states. Not much is known about DuMond's upbringing; he was born in De Witt, Arkansas on September 10, 1949 and graduated high school in 1967 after which he enlisted in the military and was sent to serve in Southeast Asia. DuMond was decorated for valor in combat and claimed to have participated in massacres of civilians. After being discharged in 1970, he went home to Arkansas. Over the years he would be married three times and father six children.

On August 8, 1972, DuMond was arrested in Lawton, Oklahoma for a murder committed with two accomplices. One of the accomplices had a teenage daughter whom he used to lure the victim to an isolated spot, after which he and the accomplices battered him to death with a claw hammer. DuMond eventually agreed to testify against the other two in exchange for not being charged despite his admission that he'd participated in the attack. On October 19, 1973, he was arrested for molesting another teenager outside a Tacoma, Washington shopping center and got a five year suspended sentence and court ordered drug rehab. On September 28, 1976, DuMond was charged with the rape of a woman in De Witt. He accepted a deal of mandatory psychiatric counseling in exchange for no charges being filed.

In October 1984, DuMond raped 17 year old Ashley Stevens in Forrest City, Arkansas. The girl was a high school cheerleader and third cousin of Governor Clinton. Five months later, in a bizarre occurrence, DuMond claimed two men broke into his home and castrated him but he was unable to name or describe these individuals nor were they ever found. Investigators questioned DuMond's wife on whether or not the mutilation was self-inflicted. Dr. Jeff Whitfield of the Elvis Presley Trauma Center in Memphis examined DuMond and believed it was and he'd seen similar cases of self-mutilation. St. Francis County DA Fletcher Long, who prosecuted DuMond for the rape of Ashley Stevens doubted if he could have self-castrated but also questioned his account of two strangers breaking into the place and attacking him because there was no sign of a struggle in the house or that he'd been tied up, and there was a partially empty bottle of whiskey in the living room.

DuMond received life in prison for the rape. While serving his sentence, he sued St. Francis County and the local sheriff for publicly displaying his severed testicles, which he later flushed down a toilet.

After Clinton's election as president in 1992, he was accused by right wing media of framing DuMond for the rape and several public figures including authors Guy Reel and Steve Dunleavy and Baptist pastor Jay Cole, who had a radio show in Fayetteville. Dunleavy claimed DuMond had no prior criminal record despite multiple arrests for rape and his participation in a murder in the early '70s, that Ms. Stevens had failed to identify him in two police lineups, had identified two other suspects including an ex-boyfriend, also false, that he'd been exonerated by DNA, although DNA testing didn't yet exist when the rape took place, and that Clinton had personally intervened to keep DuMond in prison although he'd recused himself from the case due to conflict of interest reasons. DuMond had also called Stevens "the so-called victim" and "that rape never happened."

In 1984, the only way to test body fluids was via blood type. Semen found on Stevens's jeans was type ABO, which matched DuMond, but it was a relatively common typing that an estimated 28% of the population had. A further examination of the jeans in 1987 ruled out DuMond as the source of the sperm and thought it "incredibly unlikely." Stevens claimed DuMond raped her vaginally, then forced her to perform oral sex, then raped her vaginally again. She said she spit his semen out of her mouth onto the ground and that her jeans were under her body not near her face. Court documents from the case also contradict Dunleavy's claims about how she'd identified other men as her assailant.

In September 1990, Clinton overrode a recommendation of the state parole board to commute DuMond's sentence to time served as it should be left to an appeals court. Some evangelical Christians in Arkansas had made DuMond's case into a cause celebre after he claimed to have become a born-again Christian. They argued he was unfairly punished due to the victim's familial ties to the governor. During Clinton's '92 presidential campaign, lieutenant governor Jim Tucker took over most of his duties as governor and reviewed DuMond's sentence. As his castration had been off the table for the jury to consider, Tucker commuted the sentence to 40 years.

Mike Huckabee became governor in 1996 and favored DuMond's release, while one state official claimed that he allowed Dunleavy and Jay Cole to influence his decisions without asking anyone else's opinion. The governor wrote DuMond a friendly, chatty letter in January 1997 where he addressed him as "Dear Wayne" and said he hoped to release him from prison. Although Huckabee met with the parole board and there should have been some record of the minutes from the meeting, there was no evidence that it was ever written down or even recorded on tape. Some members of the parole board would either not say what went on in the meeting or they forgot what happened there, but two of them, Charles Chastain and Debbie Suttlar, claimed Huckabee strongly advocated for the parole of DuMond. The governor denied he ever said this.

Another board member, Ermer Pondexter, was not at the meeting but said Chairman Leroy Brownlee asked her on Huckabee's behalf to vote for DuMond's parole. This was a flip from Brownlee's earlier position as he voted against the parole on August 19, 1996 and a few weeks later he advised against the governor granting clemency or pardon. Huckabee later renewed Brownlee's term as chairman of the parole board for another seven years.

DuMond walked out of the prison gates on October 22, 1999, married his third wife Terry Sue, whom he'd met in a prison pen pal program, and moved to Smithville, Missouri with her. His second wife Dusty had supported him during his incarceration, but died in a car accident at the start of 1999, before he could be released.

On June 22, 2001, DuMond was arrested for the murder and rape of 39 year old Carol Sue Shields in North Kansas City nine months earlier. He was convicted in June 2003 and sentenced to life in prison. On September 1, 2005, DuMond was found dead in his cell at Crossroads Correctional Center. He had been suffering from laryngeal cancer. At the time of his death, DuMond had also been linked to the rape and murder of a pregnant 23 year old woman named Sara Andrasek in Boone County, which happened ironically one day before his arrest in the Shields murder. Both women had been strangled with a rope.

During Mike Huckabee's 2008 presidential campaign, his political opponents pointed out the DuMond case and other instances of his habit of granting clemency to obviously dangerous prisoners, which was compared by some to the debacle surrounding Michael Dukakis in the 1988 presidential election when he granted furlough to a convicted rapist who immediately raped another person. Huckabee was also criticized for granting clemency to Maurice Clemens in 2000, who murdered four police officers in Lakewood, Washington in November 2009. In ten years as governor, he had granted clemency to 1,033 inmates, over twice the figure accumulated by the three Arkansas governors prior to him.

the thing with women is that they're kind of like dogs in regards to intelligence. abstract concepts like crime statistics or even following the rules mean nothing to them. as long as their boyfriend doesn't personally rape or beat them they don't care that he rapes or beats others.
