The actual DK study found no "mount stupid" and no "valley of despair". People do tend to overestimate their competence, but it's always correlated with their actual competence. In other words in most cases unskilled people are aware they're unskilled, but probably underestimate the degree to which they're unskilled. They don't declare themselves experts. At the same time their self-assessment doesn't plummet as they gain knowledge, it remains positively correlated as a slight overestimate of their actual ability.
A person on the lower percentile is most likely aware that he's on a lower percentile.
A person who's average is most likely aware that he's around average.
