I think people who cause explosions in particular is what was meant. Because there are comparatively a lot of people that would set fires for fun but not make bombs.
If I would hazard a guess, there are certainly people who love making explosions for nonpolitical/ideological reasons. Some make explosions for practical reasons (like Alfred Nobel, inventor of TNT, and ironically the Nobel peace prize). There are also YouTube channels that test grenades and other small explosives for fun/profit off videos, though that tends to be alongside other weapons like guns in a controlled area, not in public spaces.
In terms of folks that would do terrorism-like bombings of public spaces just for fun? IDK
