Depends when. After Gallienus got murdered the Roman Empire made the grand-strategic decision to shore up Anatolia and the Balkans. It might not even have been conscious: it just happened all the battles were going on around Moesia against the Goths and Huns, and northern Syria against the Sasanians.
So the commanders of the armies tended to come out of the Balkans.
