Internal morality is the same as it ever was, what has deteriorated is social hygiene / public morals. Essentially, we used to do a better job keeping everybody honest and decent. Common religious services that the whole community attended were part of it, social proscriptions against foul language, slovenly dress / grooming, and libidinous behaviors ensured that everyone was at least ACTING properly even if they were all horrible, perverted, sinful people on the inside.

Appearances matter. If you see society putting on a moral face it makes you deeply ashamed of your own moral failings and less likely to act on them. As a result society becomes nicer for everyone even if it means everybody has to live with shame.
