First of all, free will is entirely debatable in a deterministic universe. Secondly, if God is omnipotent he could create a reality where humans can freely choose their actions but divinely intervene when those actions unfairly harm others. Thirdly, not all suffering is caused by human will. What about natural disasters, diseases, accidents etc.? Why doesn't God prevent them from causing unnecessary suffering and death?

Divine hiddenness. If God was your personal safety manager stopping every bad thing, you'd just be a lab rat in a cage. No choice would matter, no character would be built, and faith would be impossible because you'd have direct proof. The whole point is that we live in a world with real consequences, not a padded room. Unnecessary suffering is a subjective judgment from your limited, temporal perspective. You're asking for a world without real stakes, which is a world without meaning.
