Why do European and East Asian societies idealize slim women as the beauty standard, whereas African (American diaspora included), Native American, Latino, and Indian societies champion thick/voluptuous women? What are the social, cultural, or biological factors that come to play here?

Well I would suspect that a big part of it is the diets of these places.
East Asia, China, Korea, Japan, they were rather malnourished in comparison to most other peoples. The were short and very small physically.

So it could be that since there just weren't people with thick and voluptuous, that the average person just never got sexually interested in that type of thing.
I mean you can't into stuff you've never seen before.

As for the high society in China, well high societies tend to value thinness and high-maintenance and discipline body types.
Same reason why really skinny women became the standard of beauty for rich whites, too.

It's almost entirely a question of historical accident and trends among the higher classes. I can't speak for East Asian beauty standards but the Western-European predilection for extreme thinness is, as often remarked by legions of fat women and people who want to fuck fat women, very new; it has been a standard for a few decades at most, and is to a large extent a product of social engineering. If you go back to pieces of fine and popular art from a few centuries back you'll find the most common body-type assigned to beautiful women is 'soft', though I would struggle to call it fat; overweight BMI at most. While there are objective markers of beauty, these are few and don't have much to do with colors, proportions, they are basically health&youth signifiers. Nearly everything specific humans consider beautiful is socially conditioned.

Around the world, beauty standards (male and female) can get somewhat strange, so it isn't unthinkable. There even is a theory that these extreme outliers only really got to this point incrementally.
