Scouting and the military is complicated. A lot of ex-army guys tend to be leaders as a way of reliving it vicariously. But a lot of scouts for the past several decades are there because their parents insist they do a major extracurricular and they aren't so keen on a sports team. In fact, some troops have startlingly high percentages where their makeup are gay nerds (not meant in a bad way, it's just an objective fact).

The US Army absolutely incentivizes it though, if you become an Eagle Scout and tell a recruiter, you start as PV2 and not PV1.

Funny you say that. Lord Baden Powell (the founder of the US Boy Scouts) started it to get little boys to stop masturbating. Seriously. In fact, everyone at that time was obsessed with stopping boys masturbation (hence American circumcision started taking off).
