The archetype of "mugging" and humiliation is deeply rooted in the Russian mentality. The most obvious is the "if he hits, it means he's allowed to" mentality and the ostentatious disregard for the law by the upper classes. I would even say this was a characteristic feature of the White Russian system. And if communism managed to do anything right in Russia, it was to spread this "privilege" throughout society. Because, apart from those at the very bottom, it gained a slice of power that allowed it to "mugger" anyone it wanted in its small, sovereign principality. A cloakroom attendant could humiliate a general while issuing (or rather, not issuing) his coat, a cashier at a butcher shop could take out her anger on the local judge.
You Westerners won't understand this.
