Voluntary doesn't mean anything. Anyone who is sentient kills themselves. His is a retard board so they don't take readily available suicide methods like jumping out the window or refusing food, so you die of meth. But you also don't reproduce so it isn't voluntary.
Most people when confronted with infinite population density and the unsustainability of their behavior would "voluntarily" choose to no longer reproduce but any such voluntary prohibition just leads to increasing fertility among the hordes of NPCs.
Throughout history most royals can be seen as ultimately choosing to reduce their fertility via inbreeding, once any social control over fertility happens it usually implodes and the impossible goals of the bureaucracy are technically a voluntary check on fertility.
