Not out of place in internet fandoms and adult shows, it's just not "100% safe and wholesome", it's uh... Sexy Sonic OC tier, for lack of better explanation.

I think it's just in really bad taste to sexualize a character's OC, especially fur/persona when that artist has explicitly stated their hatred for porn and sexualization of their character. There's no reason to do this when there are a million other dragon OCs that are made for NSFW content

There are ways of designing characters that are adult but feel a bit more neutral, I guess it has to do with how you present their their personality, the character feels more natural and at ease

Facial expression, pose, attitude help building there image of a character for the audience.

Some characters just look like they suck mad dick by the way you present their clothing choice and energy, some don't pass that vibe.

What I am trying to say is that there are some deliberate choices being made here that are making the character look sexually thirsty.
