I learned just by drawing what I want and having fun for years. It was pure mileage for me, not any specific study, just observing better art and trying to copy it.

You can't become good at art by deliberately studying it, you have to have fun. There is no artist who just studied and is now good and popular. Art is not like math where you learn concepts and work on finding answers, you HAVE to draw shitty beg drawings and you HAVE to love them. People who thinkt hey can skip mileage and avoid drawing shitty drawing, end up losing their minds.

Take the time to repeatedly draw standing human figures by copying whatever figure (like loomis) you want exactly. Trace it and then copy it until you can draw it at similar proportions. Divide the body piece by piece and practice one part at a time to not overwhelm yourself (like start with the head, then the torso/arms, then the hips, then the legs, or do it in whatever order you want) and your fun drawings will improve over time. You just have to DRAW the same fogure over and over until you memorize it, then you can start studying other angles and already have the proportions down, making it easier to move them.

Different software have different 'comprehension' when it comes to color, blending, and value. Dedicated painting software like procreate, ibispaint, sai, and csp have different color comprehension than photoshop.
The thing with photoshop is that its a powerful software if you know how to use it, its powerful because its an AiO software, but because its an AIO software, it also means that you will have a hard time to do a simple task because it offers all kinds of tool for your canvas that'll ended up confusing anyone who are new to Ps.
Take an example of blending. In csp all you need to do if you want to blend color is to press the blend tool and blend your color. In photoshop you can either use smudge tool or mixed media brush, if you choose any of them make sure to tick the pen pressure setting and sample all layers option on, then change your brush to hard round brush, open the brush setting and enable scattering, get the scatter value to atleast 20% so that you can achieve the ideal blending for your colors. If you use mixed media brush then there will always something to do with wet and fill option so you also have to play with value in there. Hours later you managed to get rid of eveything, finishing your value and ready to color your slop with overlay color or sof light layer, but look, the color that you put on the grayscale is now muddy and not as bright as other illustrator color, so how do you get rid of that muddy-ness in there? You play around with curve, layer minimum value, and unnecessary technical complex thing in there for hours, post processing with camera raw, curves, anything to get yourself the ideal result of your own.
This is why color is the hardest thing to do in your illustration making, because it highly dependant on the software and your technical knowledge on it

Just train yourself the same way generative adversarial networks do:
Draw a thing.
If it looks bad, (partially) redraw it so it looks better. If you see no way to make it look better, redraw at random, or restart from scratch.
If it looks inaccurate, redraw it so it looks more accurate. If you see no way to make it look more accurate, redraw at random, or restart from scratch.

If you want a neuroscience view: train yourself on bottom-up processing skills or top-down processing skills.
Learn how to build things up from first principles and learn how to break things down from observation.

That list is not going to be legit if it doesn't help you draw but whatever you draw can be divided into those items.

Your friend has said "read the sticky" and he's broken down what you'd find there in a particular way.

method is procedure. Many are similar(many are intended for similar ends) and are designed to suit the needs/desires of the user.

If you want something out-of-the-box, I'd recommend Vilppu, Loomis, Faragasso, or Barnstone.
For Loomis and Vilppu they'll show you a lot of drawing and all you have to do is google "fun with a pencil archive" or "drawing manual vilppu archive"

The best procedure is going to be the one you like because it helps you create what you want to.

Method is a composite of skills you can learn from your own practice or from others' practice. In neuroscience it's "operationalizing."

You can clear the snow temple with or without a strategy guide and you learn new things whether you want to or not because you'll have to and you naturally create a method because method is efficient. Not everyone clears the snow temple the same way but the snow temple will always have the same layout. The first people to clear the snow temple were "masters" and many people learned by copying their runs and don't forget they were just pushing buttons.
