Depends a little on your target audience I guess but yes I absolutely agree that appeal often holds more weight than raw technical skill when it comes to growing a following. Too many, myself included, tend to get stuck in the "it needs to be perfect on every level" stage and rarely if ever end up putting their work out there. I sometimes feel a tinge of jealosy when looking at works from artists with lower skill level than mine because they have the courage to show their creations, but more recently I've felt actually happy for them or any drawfags I come across that clearly enjoy what they do despite their lack of skill. And that is an important part of entertaining and therefore growing an audience, your own genuine enjoyment.

Yes, if you want mass appeal having technical skill in itself is not enough. We live in the age of moving pictures anon, the only freaks who enjoys looking at artwork digitally for technical skill are other artists.That's why the majority of people don't know who- Ruan Jia is but knows Jazza. It's always been about entertainment and aesthetics.

It's only in the past 150 years that "commercial art" became a thing, where someone pays you just because they need empty space filled due to it making their product sell better or business more welcoming, but that's a historical anomaly.
