'Appeal to Authority' is a debate tactic, and while in of itself isn't bad since it's akin to citing a source, it's also conflates an authoritative person's position with being automatically correct.
For example; since we're talking about a quote from an anime animator, rather than a psychiatrist or medical expert, why does his word on cognitive abilities or specifically 'cognitive resolution', carry any weight?... It doesn't. It's just the random theory of someone who works in the anime industry, about people with criticisms against it.
In fact, it appears he's using the definition of Cognitive Resolution incorrectly:
