Very small changes can have significant effects on the impression given. The bottom head for example looks like the eyes are turned downward, but the reference eyes are looking forward. Mostly it's because of the difference in eye shape, but I suspect the accumulation of many small differences over the whole face are contributing.
I will focus on anatomy first before continuing. I think I would have learned twice as much if I understood everything I was copying.

Can you put into words what makes it so good? I think it would be ideal to draw while focusing on what makes it appealing, but I can't seem to pinpoint why I like it.

I started with pen tablet, moved to screen tablet and returned to pen tablet because I couldn't get used to the pen on screen feeling. Might be fixable with time but since some pros still prefer a pen tablet or use both there might be differences in comfort between them.

I think the right eye is a little too big and could maybe be more central. I would move the ear lower, generally the ear should be below the eye line unless the head is angled downwards. Moving the ear lower can also make a character look cuter. I think the mouth could be narrower.
This is a personal preference but I would also make the chin sharper with a curve for the cheek.
Other than that I think it is decent. I actually like the way you drew the hair even if it doesn't follow what you would usually see in the "anime style"

You were able to capture Marin's resemblance well enough that I can tell this is supposed to be her, which is good, but her anatomy needs more work. Marin should have a fuller figure: her waist shouldn't taper that exaggeratedly, and her thighs should be significantly thicker. In addition, her breasts should be smaller. Another thing that could be improved is her hair. Marin's hair isn't fluffy, jagged, and frayed; it's straight and smooth. Try using shots from the anime as references. the parallel lines are for the form of the face, with the arrows giving indication for eye direction. The other line is where the cheek ends and the eye socket begins.

For an anime style face, the eyes are basically flat projected over the face like a piece of tape. The anime face is much flatter than you think in 3D space, it only really became apparent to me after looking at game models to see how they create the form.

I'm happy to be proven wrong by a genius artist like you anon but I'm not sure how else you would think of the eyes.

Like if you look at how people model an anime girl in 3D take notice of how flat the eyes are - basically a plane running through the centre of the face horizontally.

Think of them as 2D designs. 3D is a simplification of 2D anime to make it work in the limited setting of 3D.

Yes I agree they are 2D designs, and then those 2D designs are placed on this thin flat plane over the face. This is how you make sense of that in 3D with the rest of the forms in the body/the scene as a whole, and importantly keep the eyes as visible as possible since they are the defining feature of anime style faces.

The lines he is using are trying to show where to place that strip. Japanese artists do this all the time if you look at their WIPs.
