Doesn't really mean shit artist, it means "artist with little to no understanding of drawing fundamentals". An artist that meets that criteria can still make pleasant artwork, albeit its not common but this thread is filled with examples.

The actual artwork is of little importance in comics. It just has to fill in the blanks between dialogue.

Disagree mostly. The essential element of the comic is the sequence of images. If you remove all text, you can still tell a story through illustration only. If you remove the images, it's no longer a comic at all. Most important therefore are composition and panelling, to facilitate the readability, flow and pacing of the narrative and conveying mood. Panelling here is a specific type of compositional skill here. This does mean that detail, realism or perfect anatomy and perspective are less important, but it's still a visual component that is most important for comics.
