Because you need to invest a lot of work into it. Panukoda works because her unique appearance is mixed with pretty basic general design and good character arc. Thus she becomes memorable and recognizable. But if character arc was fucked up people would have hated her.

Basic designs are safe and managers/editors prefer safe stuff because it gives them minimum level of engagement and if the story is good enough it doesn't get in the way.

Togashi can do whatever the fuck he wants because he is Togashi and is doing HxH for 27 years.

Probably for reasons similar to why everyone did that shitty bean mouth design. You could just redraw the same shapes and proportions to get your character - when you look at a lot of anime characters, many have that 'mouth muzzle' thing going on, or even a side mouth, which not only lowers cost, but is significantly easier to draw or animate (which is the reason it lowers costs).

So I'm just guessing a character such as this is probably more difficult because she'd be quite different, not just from other jobs, from all other characters on the show because of her distinctive face and proportions (don't know what she's from though, so I'm assuming that's the case). It's simply easier to drawn a slightly modified version of other characters than something totally unique.

Pakunoda is a breath of fresh air in the homogenized cesspool which is modern anime (even in 2011 standards) If her arc was shit I'd still say her design is decent though very simplistic. Anime usually draws someone super beautiful or horrifically ugly there's no in between it's great to see some nuance.
