That painter was a realist painter trained in American western standards as expected of any student going into Fine arts program. But that painter started helping his friends sell stuff on Comiket he learned of the Touhou game franchise and learned anime around 2012.

No, there are no known artist that are painters that paints Japanese AND American cartoon references.

i think your question is outdated. we have the internet now and you can literally google example images of the art style of any culture and time period. you can combine middle ages tapestry with furry porn if you want. the real question is if you mean someone with an established background and classical training in a fine art acquired japanese brainrot. i don't think there's a lot of people left who just sit in monestaries and make oil paintings, chances are most people know about anime.

you absolute fucking brainrot mogul, but a digital software cannot simulate your fucking eyes seeing it in 3D, because the display screen is a 2D surface, that's why nothing in digital is considered impasto, or la fini' or any other surface description, because in the end, how our fucking eyes see the surface is the final judge, and the surface of any display screen is flat you dipshit, therefore our 3D sight cannot do much more than imagine a texture on it, but it will never experience a simulated surface from a digital in three dimensions. Impasto only functions in reality, because only in reality does your depth perception and 3D sight involve actual 3D objects, that's why people go to fucking art galleries at all, that's how hacks like Jackson Pollock or other post-modernists even managed to capture audiences.
