That where the incentives come in. Most cruise lines have loyalty programs that award points passengers can redeem, or provide discounts based on your fare class. Also, people are just more familiar with the on board shops and prefer not to take a gamble with unfamiliar local businesses. It's the same principle as people who only eat McDonald's when traveling to foreign countries.
