Not sure on the specifics but it has a power creep within it where it's slowly going beyond what was originally proposed. The issue is that it's being sold to voters as stopping under 18year olds viewing porn, so it's an easy win. The reality is that it's just clamping down on anything that can be deemed 18+ eg on reddit, the cider subreddit was restricted unless you provided ID to prove you were 18 or over. What is funny is that the government are letting 16 year olds vote now so you can vote at 16, join the army at 16, have sex at 16 but you cannot watch porn unless you're 18.

You only have to change your DNS server. In Firefox you can choose one in the settings. They are blocking it on the ISP DNS servers.
