Latin America received significant migration from Europe and was already sigifnicantly colonized and Hispanized/Lusofied from 1500-1700.

Africa had a few European outposts in back then, but it wasn't really colonized until the 1800's, and didn't include as much migration.

Africa is at least as Western as Latin America. The overwhelming majority speak Western European languages. As former colonies their governments are set up in a European fashion. Their societies are structured in the European manner.

Correct, the term is used for geopolitical reasons, obviously from an Anglo-Saxon perspective. The Francophile perspective considers Latin America to be part of the West, though.
