Programming is primarily in "English" because it's easier to deal with the ASCII/Latin-1 character set when it comes to rendering them in a GUI and only being a single byte so no need for multibyte fuckery when doing stuff like tokenisation. Not really a problem with modern implementations.

No, our full university program in Russian and there are tons of original literature and translations on the subjects.

Although it is a very simple and primitive language, I never understood why it needed more time. The knowledge gained at school is enough to read documentation for programs without Russian localization.
