Why the hell would I buy a Russian train? I would have to buy personal train tracks to use it or use the already existing ones, but it would be a bother to put it on and off the tracks because other trains would probably need to use it too.

Israel is a much smaller country, why would Russian trains be unreliable?
Russia builds planes and space tech, if anything issues would arise from incompatible engineering standards, repair facilities would need Russian specialists etc..

we're letting russia make aviation/orbital launch for now because we want to spend our money elsewhere but we can take over russia's marketshare whenever we choose to do so because everyone wants made in israel and nobody wants made in russia

The only high-speed rail line in Russia uses German-built Siemens trains. Even despite the whole "import substitution" policy/propaganda, they could not be substituted with anything domestic. Replacement parts for the German trains are now being purchased and imported via sketchy schemes.
