Because it's not easy to change your entire population from the ground up. It is if you're Singapore but Singapore is tiny so they needed less time. The moment Serbia rid itself of the Ottomans it made an effort to establish schools and an education system, because none of that was a thing under the Ottonans. Problem is, people who have lived like cattle for centuries are not going to suddenly know why sending their kids to school is important. They're gonna want their kid to stay on their land and learn to be a farmer from a young age because that's all they've ever known for generations. And by nature, most kids are going to listen to their parents. Another problem is that Serbia's lack of learning institutions prior to independence meant that there weren't that many people who were capable of being teachers, and even less would be willing to go live in some backwater village to work as a teacher and be surrounded by people who are basically savages. Thus the quality of education is bad. In the beginning Serbia had to rely on Serbs from Austria-Hungary to come and do jobs like that, and we alao sent a handful of young students to universities in Europe so they can come back and use what they learned abroad to make things at home better. But if you're a poor buck broken country whose vast majority of the population are peasant farmers who can't even read, and your country is dragged into a war every couple of decades, it's going to take a long while before you even reach the bare minimum of human development. I think that's something people need to understand when they talk about India or African countries
