In the 90s Canadians used to act all smug about how they weren't racist like Americans were. Even as late as 2014 they still had that sort of progressive holier-than-thou mentality about them.

A lot of people are sickly broken down and spiteful, and are just lashing out where they can. Sometimes it's migrants, sometimes it's rents, sometimes it's healthcare. Most people don't really read up on issues, so if someone is getting crushed with 40% of his income going to rent but isn't working in an indian workplace, that'll get the brunt of his hate. If he's living at home but his college is filled with indians, that'll get his hate.
I think I posted about it before on here, but I don't see any internal regulating mechanism to stop people chuddifying out further outside of legal proscription. If you overuse calling people racist and moral shaming, eventually they become immune to it.
