Latin Americans are so desperately eager to fuck over their neighbors if it benefits them that they will never stop being manipulated by outside interests. If it wasn't the CIA then it would be someone else. There's a reason why, like Africans, they can't create a functioning state even when no one offers any interference and sends them tons of aid.
