hello. I want to read boogiepop. what is a realistic time I can get started comfortably (with a dictionary on my kindle) if I do a consistent 15 minutes of learning from now on?

I already did one year of japanese at a language school, but only did learn the hiragana, katakana and a few basic kanji, like not even 100, but I'm just at the very start (I even get hiragana and katakana wrong now, and miss basic vocab, since it's been a while).

Not only is that Light Novel my motivation right now, but the whole vtuber community seems interesting, I hate that I do hop on to the lives but I can't make tails or heads of it.

No, I didn't express myself correctly. I mean, how long until I start to comfortably read light novels like Boogiepop. "Start" is a misnomer, of course starting is hard.
Since 15 minutes is nothing, then how about at least two hours? I don't know how long courses for japanese are, I think I did 4 hours at saturday with homework, so I guess 5 hours a week should be the minimum.

If you think that will drive you and not crush you, then go ahead.
With 2 hs a day you could probably try to read it after 2 to 4 months, but you won't understand much. Forget about getting a taste of the prose or anything like that which you are used to appreciating when reading any other language.
That's the time I put in when I read my first basic LN with little to no immersion, but I struggled the whole way and I had to consult the English TL to verify what the fuck I was reading.
I'm at 10 months now and I just tried reading Boogiepop 1 it and there was a lot of stuff I could not get without a dictionary.

And btw, I don't know if Kindles handle JP dictionaries properly, since there's a lot of overlap across grammar forms and words written in kana and you won't be able to tell them apart.

I consider that part of comfortable "reading", I do use the dictionary even for my native language when reading novels, and for English too a lot. But it is only comfortable because I easily spot it being a verb or a noun, etc, it's a variable in the middle of known things, it doesn't interrupt the flow much, specially because on my e-reader the dictionary is good. But I wonder for japanese.

I have to find one for Japanese, default kindle software sucks, but I'm using koreader, you can use way better dictionaries. At least for English these have been very good for me
