ZUN maintains that Yorihime, responsible for overseeing militant matters, cannot in any way be involved in game as just the very possibility of anyone beating her is entirely, absolutely inconceivable, with only Reimu being able to nudge her just a bit before facing overwhelming loss.
Toyohime was therefore opted, and although specialized in strategic and logistic support, she alone is enough to singlehandedly overwhelm every Gensokyo character. In fact, you don't even 'win' against her, she 'allows' you to get by, having entertained her enough.
The reasoning for Yorihime is that the Lunarians are vastly more advanced physically, technologically, and spiritually than humans and youkai, and on top of that she can call on the powers of numerous gods, giving her an edge against virtually any possible opponent.
We don't get much explanation for Hecatia, but in all likelihood, the Japanese gods simply aren't top dog amongst deities. Hecatia is notably established as a super big shot in hell, and Hecate has a pretty strong portfolio. It's not a surprise that she would be quite powerful.
Momoyo eats dragons and in her most popular myth scared off the father of Yorihime and Toyohime because their army was unable to defeat her for some reason.
Now this doesn't make any sense why would zun refuse to put in Yorihime because she would be too op when Momoyo, Eirin and Hecatia could be considered more powerful than her?
