Footnote character is an overstatement. HRtPhus are literal non-characters, though for most fans who barely care about canon characterization, that's not really an issue. That said, Konngara is at least in the Hell route, so it's not unthinkable that she could be an Oni.

You are completely right about HRtP's bosses being completely nondescript, I'll admit. I guess you could read into things like Mima's presence in the Hell route being an instigator for SoEW (vengeful spirit realises she can tail the shrine maiden out into the surface world) or Sariel's backgrounds meaning she attacked the Hakurei shrine and set off the events of the game (but most sensible people would come to that conclusion because she's the final boss and thus prime suspect, even if that background wasn't in the game), but that's just running off of faint fumes.

I do see why people label her as oni, but I feel like the blood dripping from the horn absent in traditional depictions is a massive factor against that. Then again, those flames on her back and the sword-stance are more of Fudo's thing, so the bloody horn probably could come from somewhere else that I don't know about.

The Fudoo Myo bit connecting to the name itself at least means there's a foundation for the mythological basis. If you go by the Buddhist interpretations and stretch the definitions a bit, you could MAYBE argue yakshas as being related to oni, but given ZUN's aversion to PC-98 characters, we aren't liable to get a direct answer to that any time soon.

You'd probably be looking at a kid that could be expected to be slightly weaker than a pure oni without many of the weaknesses.
