i don't think that's the view of Japanese Buddhism, (Tendai Buddhism). There are many types of buddhism in Japan but Tendai came from China, and is said to be the birthplace of Japanese Buddhism.

It allows worship of all buddhist and shinto deities. As you probably know, Buddhism had it's trials in Japan in terms of how Buddhism and Shinto can coexist in a single religion, the current situation is what works.
