Russia has near 0 effective unemployment with their arms factories working 24/7 and their employees working double shifts by their own admission, there is literally no more production expansion that can be done without them building entirely new factories that are fully automated by robots like South Korea produces. China has not shown evidence of wanting to sell them those kinds of machines so it is incredibly unlikely that they have some secret source of production that they are using that somehow has not shown up on the front at all
