Right now they can just click a few keys on a PC and thousands of random ivans will be considered mobilized. No need for queues, no need to go and look for them, no need to drive around the streets. Didn't show up within a week after your conscription notice being generated? Okay, your bank accounts are frozen, your driver's license is suspended, all your assets are put on hold, you can't sell anything. Nobody cares if you didn't know about the conscription notice, nobody cares if it wasn't delivered to you. Just a flick of a switch and now you're fucked.
Also, the russian internet is so fucked with blocks and censorship that you wouldn't believe.
