I watched the vid like 20 times, seems like missile impact is much closer than where the launcher is based on the smoke but either there's multiple impacts or an AA launched at the exact moment incoming missiles landed because when the cameraman did a doubletake there was a bright flash where the AA is. Also there isn't another smoke trail after the explosion that I can tell, in this pic they seem pretty similar before and after, I would have expected to see a third smoke trail from an outgoing AA missile based on the timing, which was MUCH longer and should have made a much wider gap between smoke trails.

In the case where the battery is on top of the defended location, it might not be able to fire because of minimum range. But in the case where the launcher is say, a 1-2 km away from the defended location, an intercept would still be practically impossible in all the same cases that it would have been impossible before, not because of minimum engagement range but because of time of flight and altitude/obstacles. If a ballistic missile is really that close to the target then it's seconds from impact, what makes you think a remotely sited launcher is going to be able to reach it in time? If you station the battery far away from what it's protecting you're also losing kilometers of maximum range in a certain direction.
