First and foremost it would be an issue because russia isn't self-sufficient in anything, for a whole lot of reasons. Even USSR, which did try to make everything, was tied to imports, imports which had to be paid for in hard currency (not soviet monopoly money), and it was the lack of hard currency revenues (caused by the oil market crash) which doomer USSR, it was literally facing a potential famine. Because yes, USSR even imported food, because that's how efficientโ„ข the socialist economy is.
Thus, it doesn't matter how you try to isolate your bootleg financial system and invent a fake currency rate, the rest of the world doesn't really care. You have to buy stuff from abroad and they'll need real money. Real money which you earn from your own export. Money which is now being burned on the war.

Economy is just a way to handle tangible things like resources, effort, rewards, production... you cannot simply declare by law that everything is fine when reality is otherwise. It all comes down crashing when one dude needs something and the other dude hasn't made it yet because a third dude doesn't have the materials.
Also, like many countries, there are many things Russia doesn't produce, either efficiently or at all. They have to trade with other countries, with real money or real goods like physical gold. Longterm, they only have oil to offer, and that can be bought from other countries.
