How difficult is it for modern air defense systems, such as the S-400, to shoot down falling debris?

Generally not worth it as debris cause only limited damage and an intercept is not likely to break down the debris much further.

The missiles fire a huge cone of shrapnel towards the target, they are not gigantic warheads that atomize what the hit. Hitting debris with S-400 will just result in more debris.

Does this count as the air defense being cuckolded, or is this a different form of degeneracy?

Apartments are small, and kitchen/bathroom are obviously not very large either. In khruchevkas especially(typical total floor area - 30sq meters(320sq feet) for one room apartments; 40-45 for two room ones; and 55-60 for extra luxurious three room configuration), you have to get quite creative to fit a basic set of modern appliances in limited amount of space(when they were built, it was assumed you would own a stove, a radio, and a fridge(maybe). Kitchen takes up 5-6sq meters(53-65sq feet) out of that area, and bathroom is even smaller.
So, there's simply no space to place unnecessary stuff like dryer. And "why pay for a thing that air does for free?" on top of that.
