The ones where they just show up and show the locals how to put on their surplus BDUs the right way around and maybe how to zero a rifle don't usually lead to much long-term improvement, but places where either the western force has been involved long-term in overhauling training or had units specifically built of soldiers ground-up trained to western standards usually do pretty well.
Most of the ANA folded as soon as they saw the Taliban coming, but those were units generally assembled by telling local militias and warlords congrats, you're part of the national army now, with a little support and training from the west in the process. The units stood up and trained by the west on the other hand put up a pretty good fight, they were just way too few in number and lacking in the proper support to be able to make a proper go of it.
You can drill some soldiers, but if the institution they exist isn't a professional western army then they aren't going to keep training or fight like one.
