The US arguably used to be pretty good at this, but the "powers that be" have been trying their best to erode these checks and balances since the day the county was born and I think it may reach the tipping point eventually that our system can no longer effectively trim the fat and, like every other bureaucratic system before it, either implode or slowly fade into irrelevance as it can't keep up.

An inefficient government organ still has the potential to be better than none at all.
