That dam is an outlandishly large mass of concrete that would probably take nukes to crack, I've never seen anyone explain how some cruise missiles could bust it.
For one thing, Taiwan doesn't want to commit to a suicide pact, Taiwan wants to hide under America's skirt.
I label it a suicide pact because if Taiwan commits a holocaust against China with a trick nukesless% run and says 'um technically we didn't actually use a nuclear reaction for all those civilian megadeaths, we just did a ju-jitsu move with your own river system..." they'll nuke Taiwan into ashes and wait for our response.

Would it though? I always see people talking about how blowing up the dam will result in millions and millions of chinese dead, but it just seems so inept to me. Yeah, lots of flood damage, but it's not like a tsunami that's going to instantly scour the entire flood area.
