Would it though? I always see people talking about how blowing up the dam will result in millions and millions of chinese dead, but it just seems so inept to me. Yeah, lots of flood damage, but it's not like a tsunami that's going to instantly scour the entire flood area. Incorrect. In TOS people were paid a different amount based on their job. Captains were paid more than ensigns. And in DS9 the federation guys clearly had some sort of income as they had latinum to spend at quarks. The government didn't own captain nogglers dad's resteraunt either.
